What's Your Favorite Color?
Just because you favor a particular color isn't the right reason to use it for your web site. There's much to consider. Content must be easily readable. That means ... you guessed it ... black letters on a white background.

Red letters on a blue background doesn't work well. And, it can actually offend some. If it strains the eyes don't use it.

Outline your content cell with color by using a color background for the page or table cell. It sets it apart and breaks the monotony of black letters on a white background. Stick to the boring black on white for content though, because it works.
